Meadow Gardens Breaks Ground in South Norwalk

Amenta Emma team members, Sound Communities and Norwalk Housing Authority celebrated the groundbreaking of Meadow Gardens on July 11, 2025. The new development at 45 Meadow Street will replace 54 outdated public housing units with 59 modern, energy-efficient homes.

The ceremony brought together local leaders including Mayor Harry Rilling, Congressman Jim Himes, and representatives from the Norwalk Housing Authority, Connecticut Housing Finance Authority, and project partners.

Meadow Gardens will feature a mix of 1- to 4-bedroom townhouse-style units, all affordable to families earning 30-50% of area median income. The development includes a three-story community center with classrooms, fitness facilities, and gathering spaces, plus an onsite management office, gym, and playground.

The project integrates thoughtfully into the steep terrain while maintaining the neighborhood’s character. The homes will be built to LEED Silver equivalent standards with solar energy integration to keep utility costs low for residents.

Current residents will have the option to return to the new development, helping preserve community connections. The project is part of broader revitalization efforts in South Norwalk and is located near public transit and schools.

Construction is now underway on the 85,000 square foot development, which represents a new standard for affordable housing that prioritizes both sustainability and community well-being.
